Letter from the Executive Director: Strategy for Success
I am pleased to present the Cumberland CID’s 2009 Annual Report. This year’s report provides updates on our streetscapes, trails and roads programs, as well as results from a recent Market and Economic Analysis prepared by Robert Charles Lesser & Co. for the CID.
A few highlights:
- At the close of 2009, every local CID dollar leveraged seven public dollars for a portfolio of active projects worth more than an estimated $230 million.
- The Cumberland CID’s economic output per employee is three times higher than the state average.
- Geographically encompassing 1.6% of Cobb County (in square mileage), the Cumberland CID represents 21% of jobs in the county.
- Commuter Club ridership eliminated more than 2.1 million vehicle miles from the roads and saved commuters nearly $1.1 million in 2009.

Tad Leithead Elected ARC Chairman
Congratulations to Tad Leithead, chairman of the Cumberland CID board of directors, who is the first citizen member elected to serve as chairman of the Atlanta Regional Commission.
No stranger to Atlanta’s official planning agency for the 10-county metro area, Leithead has served on the ARC board since 2000 and most recently chaired the ARC’s Transportation and Air Quality Committee for the past three years. Leithead succeeds Sam Olens, chairman of the Cobb County Board of Commissioners, who is running for state Attorney General. The CID appreciates Chairman Olens’ ARC service and looks forward to a continued partnership with him and the county.

Project Updates: Streetscapes, Landscaping and Signage
The Cumberland CID continues its efforts to beautify and enhance the area. Several projects are currently under construction, including beautification along the I-285 interchange and several streetscapes, including the first phase of the Cumberland Boulevard Loop Streetscape, an effort funded by the CID. Construction will begin on the Spring Road Trail in the next couple of weeks and a vest pocket park is also being installed at the corner of Cumberland Boulevard and Riverwood Parkway.

Additionally, the area’s first gateway signs to designate the community are underway at Cumberland Boulevard and I-75, and several more will be installed throughout the year. Planting is complete along the Powers Ferry corridor, and the CID’s enhanced landscaping program continues with beautification at the Paces Ferry/I-285 Interchange, Cumberland Boulevard/I-75 and Windy Hill/I-75 Interchanges.

CID Awarded Livable Centers Initiative Grants
The Cumberland CID has recently been awarded two exciting grants from the Atlanta Regional Commission’s Livable Centers Initiative (LCI) program.
- LCI Implementation Grant — $2.2 million to install streetscape improvements along Cobb Parkway from Circle 75 Parkway to Herodian Way. This effort will include landscaping, lighting, crosswalk installation and traffic signal mast arms.
- LCI Supplemental Study Grant — $50,000 matched by $25,000 each from the CID and Cobb County to analyze transit-oriented development in the heart of the CID. The county and CID will work together to determine where transit stations should be located, including the relocation of the Cobb Community Transit (CCT) transfer station, which is currently located behind Cumberland Mall.
